František Horák was a dedicated breeder who had a vision of creating a small, sturdy terrier that could be used for hunting and as a companion dog.

He began his breeding program in 1948, using a variety of breeds, including the Scottish Terrier, Sealyham Terrier, and Dachshund. He carefully selected and bred these breeds together to create a new breed that would have the desired characteristics of a small, sturdy terrier. After many years of breeding and selection, the Cesky Terrier was officially recognized as a distinct breed in the 1960s.

The breed was first recognized by the Fédération Cynologique Internationale (FCI) in 1963, making it a relatively new breed. The breed was also recognized by the American Kennel Club (AKC) in 2011, which helped to increase its popularity in the United States and other Western countries.

Despite being a relatively new breed, the Cesky Terrier quickly gained popularity in its home country, the Czech Republic, as well as in other countries such as Germany, Austria, and the Netherlands.
